Border Target Operating Model (BTOM) Reveals Significant Overhaul in Border Controls

31ST JANUARY – EU IMPORT REQUIREMENTS POAO & HRFNAO

31st January 2024 is the first major milestone for the implementation of the BTOM. This marks the commencement of health certification on imports of medium risk animal products, plants, plant products and high-risk food (and feed) of non-animal origin from the EU.

EU ORIGIN IMPORTS (POAO AND HRFNAO)

From 31st January 2024 EU imports subject to official controls must be notified via IPAFFS. On your declaration you are required to upload the commercial documentation (Invoice, CMR/BOL, Packing list) and Health Certificate (where applicable).

You will NOT be required to separately notify us for imports of EU goods. This applies to both Felixstowe and Harwich consignments. This declaration solely needs to be raised through IPAFFS on the milestone of 31st January.

For IUUs you will need to follow this process – https://www.porthealth.uk/import-guidance/iuu/#ImportControls2

PLEASE NOTE THIS DOES NOT APPLY FOR GOODS ARRIVING FROM A 3rd COUNTRY, SEE BELOW.

IMPORTS FROM THE REST OF WORLD (NOT FROM THE EU) –

The process remains unchanged for third country goods, please see the following links for guidance –
