CHED-D notifications from Tuesday 3rd September 2024

The new single CHED-D for HRFNAO goes live on IPAFFS on Tuesday 3rd September 2024.

The import notification format will change to the single CHED-D for products imported from the rest of the world (RoW) or via the EU to GB. These were previously separate CHED-D formats.

 

Changes to the CHED-D:

  • Traders located outside of the EU (RoW traders) will receive notification messages that the product on the CHED-D might be called for inspection.
  • There is a new question which asks if the consignment is travelling via a carrier that uses Goods Vehicle Movement Service (GVMS).
  • If the carrier does use GVMS and ‘Yes’ is selected for this question, hauliers moving consignments on a GVMS route will be informed via GVMS if their load has been called into a BCP for SPS check.
  • If the carrier does not use GVMS, the user will see a new screen after they submit the notification in IPAFFS. This screen will show the initial inspection assessment for the consignment and this may indicate whether the consignment needs to go to the border control post for identity and physical checks and sampling.
  • If the trader does not know if their carrier uses GVMS, they must check with the haulier, so they can answer this question accurately in the CHED-D.
  • The contacts page in IPAFFS has been revised to make it clearer where your contacts should be added.
  • The transport to the BCP section has been amended.

 

Preparing for the CHED-D switchover

The switch over to the single CHED-D will happen at 12.01am on Tuesday 3rd September 2024.

You should aim to submit all draft CHED-Ds before this date and time. You won’t be able to amend or copy in draft information in IPAFFS after the switch over.

CHED-Ds submitted before the switch over will be accepted, irrespective of the arrival date. However, it will not be possible to amend these in IPAFFS after the switch over. If amendments are required a new CHED-D will be requested.

Any new CHED-Ds submitted after the switch over will be able to be amended or copied as new in the usual way.

 

Customs Declarations

It is essential when completing the customs declaration that the commodity code, the net weight and the CHED Part 1 notification reference are the same between the customs declaration on HMRC’s Customs Declaration Service (CDS) and the CHED-D import notification in IPAFFS.

For customs declarations, the CHED reference number will continue to be included in the customs declaration. The CHED reference must be provided in the correct format to avoid unnecessary delays.

Customs declaration required format: GBCHD2024.1234567 plus Doc code C678 signifies a CHED-D.

IPAFFS CHED reference format: CHEDD.GB.2024.1234567

 

Selection for inspection and sampling

From 3rd September 2024 it is envisaged that IPAFFS will select a percentage of consignments for inspection. If an inspection is required, this will show in the notification in IPAFFS after it has been submitted.

Port Health Authorities can change the initial inspection assessment suggested by IPAFFS. This function will be used to begin with in order to gradually build towards the percentage sampling frequency laid down in legislation. It is expected that the sampling frequency in IPAFFS will be reset to zero on all products on 3rd September 2024.
