UPDATES TO HIGH-RISK FOOD AND FEED OF NON-ANIMAL ORIGIN (HRFNAO) REGULATIONS

The Food Standards Agency have advised that the list of products classed as high-risk food and feed of non-animal origin (HRFNAO) will be amended from 18th December 2024.

The intended changes are summarised below, and full details of the new requirements will be published on our website as soon as possible. Please note that we need to confirm the details of the legislation so the list below should be used as a guide.

 

New listings in ANNEX I (requires a CHED-D and commercial documents only)

  • 3 products associated with hazelnuts from Georgia (mixture of nuts, hazelnut paste and hazelnut oil) have been added to the existing entries at the same frequency identity and physical checks (20%) for aflatoxins.
  • Basil from Israel at 10% frequency identity and physical checks for pesticide residues.
  • Mint from Israel at 10% frequency identity and physical checks for pesticide residues.
  • Fenugreek leaves from India at 10% frequency identity and physical checks for pesticide residues.
  • Yardlong beans from India at 20% frequency identity and physical checks for pesticide residues.
  • Mukunuwenna from Sri Lanka at 10% frequency identity and physical checks for pesticide residues.
  • Groundnuts paste from Madagascar at 50% frequency identity and physical checks for aflatoxins.
  • Grapefruits from Türkiye at 10% frequency identity and physical checks for pesticide residues.
  • Sesamum seeds from Türkiye at 10% frequency identity and physical checks for Salmonella.
  • Tahini and halva from Sesamum seeds from Türkiye at 10% frequency identity and physical checks for Salmonella.

 

New listings in ANNEX II (requires a CHED-D, original health certificate, test report(s) and commercial documents)

  • Groundnuts paste from Argentina at 5% frequency identity and physical checks for aflatoxins.

Delisted products (will not be subject to checks for arrivals from 18th Dec 2024)

  • Groundnuts from Brazil for pesticide residues.

Products subject to enhanced controls

  • Tea from China moving from Annex I to Annex II at 5% frequency of identity and physical checks for pesticide residues. Will require a health certificate and test results from China. Sampling reducing from 20% to 5% of consignments.
  • Sesamum seeds from India frequency of identity and physical checks is increasing to 30% for Salmonella (was previously 20% of consignments).

 

Products subject to reduced controls

  • Guar Gum from India will move from Annex II to Annex I so will no longer require a health certificate and test results from India. However the frequency of identity and physical checks for Pentachlorophenol and dioxins will increase from 5% to 20% of consignments.
  • Nutmeg from India will move from Annex II to Annex I so will no longer require a health certificate or test report from India. However the frequency of identity and physical checks for aflatoxins will increase from 20% to 50% of consignments.
  • Peppers of the genus Capsicum (sweet or other than sweet) (dried, roasted, crushed or ground) from India will move from Annex II to Annex I in relation to aflatoxin only. The product remains in Annex II for pesticide residues. A health certificate and test results for pesticide residues will still be required . The frequency of identity and physical checks for aflatoxins remains at 20% of consignments.
  • Sesamum seeds from India frequency of identity and physical checks is decreasing to 30% (from 50%) of consignments for pesticide residues. This matches the percentage of consignments subject to Salmonella controls.

 

Extension of scope of controls

  • Some products will have additional CN codes added/updated (Hazelnuts from Georgia, Passion fruit from Colombia, Bananas from Ecuador). This will extend the range of commodities in these categories that are subject to checks at the border.
