This bulletin provides an overview of the latest EU Exit information relating to UK borders from across UK Government.
As intermediaries and trade bodies who work with UK businesses, the role that you can play in helping the UK Government reach out to businesses and individuals is crucial.

Recent Guidance and Announcements
Operation Brock The Government announced details of Operation Brock on Monday (14 October 2019). It will go live on 28 October to manage any traffic disruption and help keep trade moving in and out of the UK. The government has worked closely with the Kent Resilience Forum to implement the scheme, which will manage any delays to Europe-bound freight while protecting local roads from disruption. Simplified Import Procedures HM Revenue and Customs (HMRC) has automatically registered 95,000 businesses for its simplified import procedures allowing most traders up to 6 months to pay import duties and submit customs declarations, if the UK leaves the EU without a deal on 31 October 2019. HMRC has sent letters to these traders with further details of their TSP registration, and they only have to take a few simple extra steps – such as checking if their goods attract tariffs, and getting a Duty Deferment Account if they do – to make sure that they are ready for 31 October. National listed status The UK has secured approval to continue exporting animals and animal products to the EU if we leave without a deal on 31 October Environment Secretary Theresa Villiers confirmed that EU member states have granted the UK ‘national listed status’, which ensures exports of live animals and products of animal origin, such as meat, fish and dairy, can continue. The move recognises the UK’s high biosecurity and animal health standards and will bring welcome clarity to the country’s world-leading farmers and food producers. HMRC Helpline On Monday 16 September, HMRC launched the EU Exit Import and Export Trader Helpline for traders and hauliers importing from / exporting to the EU after October 31. The helpline number is 0300 3301 331. Lines will be open from 8am to 6pm Monday to Friday. Please make your members and stakeholders aware of this support line.
Helping hauliers prepare for Brexit The Department for Transport is setting up information pop-up stands across the UK and Europe to help hauliers and businesses prepare for Brexit, so that goods can continue to flow smoothly through ports. The pop-ups will be located at ports, service stations and on ferries to provide easily accessible advice, helping hauliers understand the documentation they need for themselves, their vehicles and their goods after Brexit. All stands will be staffed by multilingual advisors. Further advice for hauliers is available on GOV.UK.
Brexit preparedness workshops for businesses that export Businesses will leave these workshops with a personalised action plan for Brexit preparedness. The workshops will provide advice on:
HMRC webinars to help customers get ready for Brexit HMRC is running Get Ready for Brexit webinars during October, which provide an overview of everything UK businesses involved in the movement of goods between the EU and the UK need to know to keep goods moving after 31 October. Sign up for one of the webinars at Get Ready for Brexit. For those unable to make any of the sessions, the webinar has been recorded on GOV.UK.
Nationwide government events launched to help businesses get ready for Brexit Local businesses across the UK will receive tailored advice and support on preparing for Brexit on 31 October, as part of a series of nationwide events led by government. The free events will combine a keynote address from senior government officials, advice stands and in-depth sessions to give businesses the information they need to get ready for Brexit
EU based business trading goods to or via the UK Following the UK’s exit from the EU, businesses must have the correct documents in place to enable goods to pass through controls at the UK and EU borders. Border Delivery Group has arranged a series of webinars for EU businesses to provide clarity on what will be required to trade goods across the border. Webinars include information on customs procedures at the border with relevant sector-specific content and a Q&A session. Each webinar is for a duration of 90 minutes.
