Changes to High Risk Food and Feed list – 27^th May 2020 There are several changes to the list of ‘high risk’ non-animal origin food and feed products subject to control under Commission Implementing Regulation (EU) 2019/1793. The amending legislation is Commission Implementing Regulation (EU) 2020/625 which will apply to consignments arriving from 27^th May 2020 onwards. A Common Health Entry Document (CHED-D) will need to be submitted for all consignments and sampling will be carried out in accordance with the published frequencies as a minimum. All CHED-Ds must be submitted on TRACES-NT. Information on how to complete CHED-Ds is available here. Regulation 2020/625 will update and replace the list of food and feed controlled by Regulation 2019/1793. Products that are affected by the changes are identified below.   Amended entries, CN codes and product descriptions

• Sesame seeds (Sesamum seeds) has been amended to read simply as Sesamum seeds to make clear that all raw and processed Sesamum seeds are covered by import requirements.
• Groundnuts: all entries in Annexes I and II concerning groundnuts are amended to include groundnut flours and meals, oilcake and other solid residues resulting from the extraction of groundnut oil.
• Peppers of the Capsicum species (sweet or other than sweet): imports from Sri Lanka and India have additional CN codes. These are ex 2005 9910 10; ex 2005 9980 94. CN code ex 2008 9999 79 is no longer covered.
• Apricots, otherwise prepared or preserved from Uzbekistan to have CN code 2008 50 instead of 2008 5061.

  Products which are moving from Annex I to Annex II Note: these products will require an official certificate and the results of sampling and analysis to accompany the import. This applies to consignments which are dispatched from the country of origin on or after 27^th May 2020. Information on importing Annex II products can be found here

  Exempted imports: personal imports The exempted imports are listed in Article 1(3) of Commission Implementing Regulation (EU) 2019/1793. Regulation 2020/625 has amended the weight from gross weight to net weight so that the controls apply to the products themselves, not the goods and their packaging. This means that personal imports of controlled food and feed imports are permitted provided that the net weight does not exceed 30kg, and the person importing the consignment can prove that it is not intended to be placed on the market but is for their personal consumption or us.
