Aflatoxin controls feed - enforcement health certificate requirements from 1 November 2014
Commission Implementing Regulation (EU) No 884/2014 sets out a control regime for food and feed in relation to aflatoxin contamination. The law has applied since Sept 3, 2014.Documents Required
The law requires that all imports are accompanied by:-
- Common Entry Document (CED)
- Health Certificate (in accordance with the model laid down in Annex II to CIR 884/2014)
- Results of sampling and analysis (The sampling must be performed in accordance with 152/2009 in the case of feed and 401/2006 in the case of food.)
Sampling and Analysis
To be carried out in accordance with the protocols laid down in legislation:-- for food Regulation 401/2006 (as amended by ) and must comply with the limits of contamination specified in Regulation 1881/2006 (as amended).
- for feed in accordance with Regulation 152/2009 in the case of feed and must comply with the limits of contamination specified in Directive 2002/32/EC (as amended).
Unsatisfactory consignments
Consignments not accompanied by the specified documents must be returned to the country of origin or destroyed.Common Issues
There are several problems that have been identified as causing issues with controlled imports. These requirements are specified in the law and will result in the refusal of the consignment. The law specifies that:- health certificates are only valid for 4 months from the date of issue
- the consignment code must be shown on the packaging and must match that shown on the health certificate and results of sampling and analysis
