NEW STANDARDS SET BY SCPHA AIM TO ENHANCE EFFICIENCY AND SECURITY IN PORT OPERATIONS
30th April 2024 marks the next phase of the BTOM implementation. Below outlines the SCPHA approach to the new regime and the requirements we have at Felixstowe and Harwich.
Prenotification period:
- 24 hours for Products of Animal Origin for deep sea trade (No change from current requirements).
- 6 hours pre-notification for all ferry traffic (Please note this is fixed for all ferry traffic).
How to notify us from 30th April onwards:
If you complete the below actions before 30th April your consignment will be delayed.
- POAO – CHEDP in IPAFFS and supporting documentation uploaded. *
- IUU (Catch Certificates, Article 14 and Storage documents) – ALL of these should now be uploaded to your IPAFFS entry. We do not want a separate PHILIS DES entry.
- HRFNAO – CHEDD in IPAFFS and supporting documentation uploaded. *
- Organic – PHILIS DES or an Original organic certificate sent to our office
- PDD – PHILIS DES only
* Imports from non-EU countries require signed original certificates to be presented before release – no change from current requirements
From the EU, we are expecting most certificates to be produced on TRACES or certain Member States own systems.
What needs to be included on these entries?
- Invoice
- Bill of Lading / CMR
- Packing List
- If applicable, Catch Certificates, Storage Documents and Article 14 (IPAFFS)
- Any other supporting documents

Consignments which have been pre-notified to us prior to 30th April but are subject to new import controls will have these applied.
